Studies by the Public Integrity Center (CIP), in the context of monitoring the procurement have shown that procurement and service provision contracts in the public sector are a mechanism for distributing income for the reproduction and maintenance of the governmental coalition and groups close to it.

The logistics of products in the health sector is one of the areas to which the aforementioned studies have given some prominence due to its preponderance since, historically, this sector is recurrently affected by different cases of corruption, lack of transparency and ethics at its different levels. of governance.

The various cases of drug theft or diversion, which occur all over the country, are fueled by deficient stock management, added to the precariousness of infrastructure and means of drug conservation. A large part of the District Drug Depots operate in inappropriate buildings with precarious security conditions, infiltration in the walls and with reduced staff meeting the demand for health services and, consequently, for the Pharmacy Sector.
