Based on internationally accepted criteria developed by multilateral organizations, the Open Budget Survey uses 109 indicators to determine budget transparency. These indicators are used to assess whether central government makes the eight key budget documents available to the public on a timely basis and whether the data contained in these documents is comprehensive and useful.<\/p>\n

Each country is given a score out of 100, which determines that country's ranking on the Open Budget Index, the only independent and comparative measure of budget transparency.<\/p>\n
