EXTRACTIVE INDUSTRY AND NATURAL RESOURCES

Extractive Industries and Natural Resources have already been identified as a theme for the future of Mozambique. Creating incredible potential for government revenue in decades to come and creating unprecedented opportunities for corruption, conflict of interest and rent seeking. How the sector evolves depends to a large extent on the choices being made today and the degree of transparency with which those choices are made.

CIP seeks to restructure public servants' incentives with a view to minimizing injustices. The CIP will seek to increase the number of corruption cases that are exposed, investigated and (where appropriate) prosecuted. The CIP will also advocate for changes in law and practice to ensure that no individual involved in sector regulation also has commercial interests. Public and private actors in the IE sector in Mozambique should feel constrained and comply with the law and state institutions (MIREM, AT, TA, MF) can fully implement their mandates.

CIP seeks to promote good governance through the extractive sector based on transparency and comprehensive accountability. CIP will push for full disclosure of revenue data (beyond minimum EITI requirements), full disclosure of all extractive sector contracts (including annexes, pricing arrangements); the disclosure of the “beneficial” ownership of domestic companies (to end conflicts of interest) and international companies (to highlight the use of tax havens) and the disclosure of the revenue projections on which the negotiations are based.

CIP seeks to ensure that Mozambicans receive fair treatment from their natural resources, including negotiating fair contracts (and renegotiating contracts where they are fundamentally unfair), obtaining the revenues that belong to the companies and ensuring that these revenues are spent in the interest of citizens.

Finally, recognizing that Extractive Industries will play a key role in shaping Mozambique's future, CIP seeks to catalyze a sophisticated national debate on the extractive sector with a view to mobilizing individuals and organizations in support of good governance in the sector and ensuring fair treatment for the Mozambicans.
