O Accountability Project (2016 – 2019) focuses on transparency and accountability in the exploitation of natural resources in Mozambique, with a focus on Cabo Delgado province. THE project premise is that the quality of institutions determines whether the exploitation of natural resources will be a blessing or a curse for the country. Indeed, the academic literature clearly indicates that of the four determinants of the natural resource curse (namely, the Dutch disease, policy failure, poor investments and institutional weaknesses), institutional weakness is the more salient. It is, therefore, on this determinant that the present program focuses, particularly on the component of transparency and accountability as entry points for a contribution to the improving the quality of governance in Mozambique.

The problem to be addressed is corruption in the public sector involving public officials in the relationship with the public and private sector, but also the active participation of the private sector in corruption and the public's apathy towards the phenomenon of corruption. Therefore, the project intends to contribute to ending the culture of corruption in the public sphere and in Mozambican society through an intervention in the public sector, in the citizens. The project is national in scope, but implemented essentially in the city of Maputo. At the public sector level, the project will focus on teachers and nurses, working with the associations of each of these professional groups; at the level of citizens, the project will work with an association of mukheristas, which is the group of people that import consumer goods from neighboring countries (South Africa and Swaziland) and have permanent conflicts with customs authorities.
