Public Revenues and Expenditures affect all citizens, and the work of the CIP in the past and now demonstrates the existence of a general lack of knowledge and respect for the rules. This happens in combination with a manifest lack of control by the mandated institutions. In a context with strong anticipation of revenue increases, CIP considers it essential to continue monitoring, at different levels, how public expenditure priorities are determined and whether public expenditures produce satisfactory results.

CIP intends that vigilant monitoring will ensure that state officials and institutions at all levels feel compelled to respect the rule of law and its mandates. This monitoring should also ensure that official institutions are more likely to publish accurate and comprehensive data. The CIP wants official institutions to respect the rules and regulations in the management of public resources and to be able to clearly demonstrate a reconciliation of collected revenues, budget allocations and actual expenditures.

Citizens will gain knowledge and use the knowledge to become more actively involved in the budget process through existing or new channels. Informal associations and groups that can use the information produced by the CIP to defend and promote their interests and improve the quality and quantity of public services.
