The Provincial Courts are courts of first instance, but they also function in second instance when judging appeals against decisions handed down by the District Courts. It turns out that the judges of the Provincial Courts identify themselves more as first instance judges, not judging the appeals. This fact arises from its very low procedural performance in the judgment of appealed cases. It is necessary that they engage in the treatment of cases submitted to their appreciation and that are at this stage and that sections whose mission is to judge the appeals are created in the provincial courts.
