The integration and social inclusion of citizens from vulnerable groups in society is still a challenge, especially in developing countries like Mozambique.

Gender equality and equity transcends the simplistic idea of allocating participation quotas for the benefit of women, without any criteria. Rather, they should be perceived as the possibility of allowing men and women, regardless of their social status, to enjoy the opportunity to have freedom of expression, to be recognized as citizens and to exercise citizenship, respecting typical differences and vulnerabilities of each.

For the materialization of the constitutional principle of equality1, the Government must not only refrain from discriminating against citizens of vulnerable groups, but also must be proactive in creating facilities, the so-called positive discrimination, so that citizens of vulnerable groups may be in a situation of equality with others.
