The Budget Execution Report from January to September 2018 (REO III TRIM 2018) reveals, once again, flaws and limitations in the OE projections, and its fit with the country's economic reality. Specifically, it shows that Government projections achievements are all below 75% and implies that Government targets/promises have not been met. Among the social sectors, the health sector stands out, which in the period from January to September 2018 had a performance of only 47%, corresponding to 0.46pp below the completion rate of the same period of the previous year and a failure of 28 ,4pp.
The Water and Sanitation sector is one of the sectors with the lowest allocations compared to the other social sectors, with a weight of only 2.1% in the updated budget. In terms of realization until September 2018 this sector only reached a rate of around 29.9%.
Therefore, considering the performance of the health and water and sanitation sectors, respectively, it is concluded that the Government's narrative that prioritizing the allocation of public resources to the economic and social sectors, which provide basic services with a direct impact on the population, is far from to be a reality.
