The Communiqué of February 18, 2019 issued by the Judicial Court of Maputo City (TJCM) – Office of the Chief Judge and signed by the Substitute Judge-President, in its penultimate paragraph states that “The Criminal Instruction Section of the City Judicial Court of Maputo, works outside normal working days, since 2015, with a judge, on shift, in accordance with the deliberation of the Judicial Council taken in a session of November 19, 2014, following the Decision n.° 4/ CC/2013, of 13 September of the Constitutional Council”. With this assertion, which intends to justify the functioning of the TJCM during the weekend to legalize the arrest of detainees under the process related to what is conventionally called "hidden debts", instead of clarifying the doubts that still exist, it raises several questions that lead to the popular adage that “the amendment is worse than the sonnet”, meaning that “… there are faults that are aggravated by a clumsy justification.
