One of the first measures taken by the Mozambican Government to face the COVID-19 pandemic was the suspension of classroom classes, which began on March 23, this year, in all educational institutions in the country.

However, this measure was not accompanied by clear instructions on how these institutions should proceed during this period, specifically in relation to the part of the administrative management of public schools that depends on the good collaboration of the community (for example, the payment of assistants hired through fixed-term contracts) which, on the one hand, aggravated the problems that already existed in the administrative management of schools and, on the other, with the Government not exercising its role of guaranteeing the proper functioning of free education in Mozambique.

It is in this context that this note aims to present the effects of COVID-19 on the administrative management of public schools, within the scope of establishing compulsory and free primary education in Mozambique.
