The Government built three school hotels in the cities of Maputo, Inhambane and Pemba, incorporated into local Industrial and/or Commercial Institutes, for the professional training of medium-sized hotel and tourism technicians. The construction and equipping of the projects were funded by the Education Sector Support Fund (FASE), external financing from development partners, including the World Bank, the embassies of Germany, Finland, Canada, Ireland, Italy, Portugal.
The construction and equipping of the Pemba hotel-school is budgeted at more than 170 million meticais and the Inhambane project cost 2,380,000, around 204,171,300.00 (two hundred and four million, one hundred and seventy-one thousand, three hundred Meticais), also for construction and equipping works.

The Public Integrity Center carried out a case study of the concession of the hotel-school of Inhambane, taking into account the rules of public procurement. The main findings indicate that the Inhambane District Government launched a national public tender for the concession and operation of the Eduardo Mondlane Industrial and Commercial Institute school hotel, but after the winner was selected, the Minister of Science and Technology, Higher Education and Professional technician, Gabriel Salimo, ignored the public tender that had been launched by the Inhambane District Government and ordered the management of the public enterprise to be awarded to the private company Sociedade Moçambicana de Serviços, better known as SMS Catering, which was not even part of the competitors. This company has a history of corruption, its former executive director having been convicted in court over the fact that the SMS was used to drain funds from Aeroportos de Moçambique for illicit payments to officials of the Ministry of Transport and Communications.
