Restructuring of State Companies: Intellica's Choice Violates Public Contracting Rules: – Companies selected for privatization are not priority

In March of this year, the Government announced, through the Institute for the Management of State Participations (IGEPE), that it will carry out the restructuring of four public companies, namely Mozambican Insurance Company (EMOSE), Correios de Moçambique, Sociedade de Gestão Imobiliária (Domus) and Matola Bulk Terminal Silos (STEMA). For this purpose, it will be necessary to carry out studies to determine the type of intervention to be carried out in these companies. At a cost of 32.9 million meticais to be paid by the Government, the carrying out of the studies is awarded to the company Intellica, SA., which has links with Minister Celso Correia, who was chosen among other renowned competitors such as Ernest & Young , Banco Big in a process that violated public contracting rules.

The restructuring of companies may consist in the sale of part or all of the State's participation, in the restructuring of human resources, the financial or operational sector, depending on the result that will be presented by the aforementioned study. According to IGEPE, this restructuring is part of a vast program of reforms in the State's business sector that it intends to carry out.

CIP recognizes the importance of a profound reform in the State's business sector, but questions the rationality of choosing these companies as a priority for restructuring, as well as the choice of the company awarded to carry out the study, Intellica, SA.
