Institutional Position to the Results of the Inquiry Committee on Sexual Exploitation of Inmates at the Special Women's Establishment of Ndlavela

The Public Integrity Center (CIP) took note of the results of the Commission of Inquiry set up to investigate the Sexual Exploitation of Prisoners in the Special Penitentiary for Women in Maputo, alias Cadeia Feminina de Ndlavela, made public through a press conference held on the day July 7, 2021 and followed by the release of a 30-page summary report (see annex 1).

The CIP is satisfied with the conduct of the inquiry and, above all, with the public sharing of the results – something unprecedented in the history of Mozambican governance, where the results of the inquiry commissions are rarely presented to the public.

It is worth remembering that the CIP recommended the creation of an independent inquiry commission to investigate the sexual exploitation of women in the Ndavela Feminine Prison. In due time, the CIP expressed its opposition to the composition of the Commission of Inquiry (CI) created by the Ministry of Justice, Constitutional and Religious Affairs, as it understood that it did not guarantee the necessary independence.
