The price that the consumer pays for diesel, gasoline and cooking gas at points of sale to the public, only approximately half is related to the real cost of the product. It is estimated that from 2014 to 2018, of the 262,810 million meticais of the invoice amount, approximately 118,624 million meticais were intended to cover expenses related to the importer and distributors.

The electricity sector is also affected by corruption and bad governance. From 2014 to 2017, EDM spent around 21 billion meticais on the purchase of electricity from Independent Producers, three to four times more expensive than that of HCB.

These phenomena result from an import, distribution and management process characterized by actions susceptible to corrupt practices, harmful to the State and which are imputed to the final consumer.
