More than a year after the creation of the Energy Regulatory Authority (ARENE), Electricidade de Moçambique (EDM, EP), a vertically integrated public company and natural monopolist in the energy sector in a regulated and liberalized market continues to dictate, in violation of the law, the operating rules of the electricity sub-sector. The most recent observation of this way of acting came through Circular no. 02/DGC/2019, of March 1, through which EDM proceeded to increase the price of electricity, whose competence for this purpose is outside the its competence, having been attributed to the regulatory body of the energy sector.
