A significant number of former Mozambican state leaders, tried and convicted in the first instance for committing crimes of corruption, still fail to comply with their respective prison sentences, and even more seriously, without compensating the State for damages caused. The question that must be asked is about the effectiveness of these convictions in the first instance.
