Corruption has often been described as the biggest obstacle to any country's development. Mozambique is among the most corrupt countries in Africa and the world. In 2017, the Corruption Perceptions Index ranked Mozambique 153rd out of 180 countries. Data from Transparency International indicate that, in 2016, 40% of citizens who interacted with the administration of justice had to pay bribes.
