At the end of December 2020, while most of the world's economies decided to increase their restrictive measures, Mozambique decided to relax these prevention measures against the new corona virus. As a result, there was an exponential increase in cases and deaths from COVID-19 (100% only in the first 42 days of the year compared to the entire year of 2020).

The year 2021 began with the country registering an exponential increase in cases of COVID-19, from an average of 52 daily cases in 2020, which totaled 18,794 cases in every year, to a daily average of 690 cases from 1 January to February 11, 2021. In response, the Government went public, in early February of this year, declaring the application of more restrictive containment measures, which include the compulsory curfew for the greater Maputo region, the largest center of infections and deaths – about 64% of newly infected and 86% of deaths are from Maputo province and city (MISAU, 2021c). In this context, the CIP questions the rationality of these measures and the transparency of the government and the technical-scientific commission created to advise the government in this period of pandemic.
